Google Tag Manager is a free tool that makes it easy for marketers to add and update website tags -- including conversion tracking, site analytics, re marketing, and more—with just a few clicks, and without needing to edit your website code. Take a quick look at how easy it is to set up an account and manage your tags.

Do you mean, load another GTM tag through GTM? It would get funky, to say the least. Each event will get triggered once for each container, and since GTM has event-driven actions, those actions would get duplicated once for each extra container present. It's bad, and worse since GTM works through a global object, if you load an iFrame whose URL is a page with GTM tag onto a page with GTM tag, it's also another duplication. Be very very careful.
